Put the milk and sweetened condensed milk in a saucepan on the stove and bring to a boil.

To prepare the caramel, melt the sugar in water in a saucepan over a stove and bring to a boil over a medium heat.

Spread the caramel on cups, then pour the milk mixture over it.
